Description

In 2004 NYSDOH released a MiniBid Project Definition for the implementation of the Health Facilities Information System (HFIS) which replaced a dated mainframe system. The new system provides a more flexible environment, enhancing the overall decisionmaking and oversight process and providing flexibility in both collection and dissemination of provider information that is required. The new system was developed in Java with an Oracle database. At this time many postimplementation enhancements have been identified. These include but are not limited to the addition of new data elements, changes and additions to system online functionality, additions and enhancements to processing of data received to meet additional needs as well as to implement some streamlining features.This project will define and develop the system, including the development of a webbased, interactive application system for the automated, electronic preparation and processing of Certificates of Need. The system will provide varying levels of access depending upon the type of user. Providers, NYSDOH staff, Office of Mental Health (OMH) staff and the general public are all potential users of the system. This new system will link to existing systems and will have the capacity to generate internal reports and track applications through the process. In parallel with implementation of the new CON system, NYSDOH will also implement new features in the HFIS system, leveraging available resources including business staff, focus groups, and IT staff.
