1.1 Acronyms The following acronyms are used in this document.Acronym Stands for TG Texas GuaranteedFFELP Federal Family Education Loan ProgramSDLC System Development Life Cycle DACCS Default Aversion Claims and Collection System LGPS Loan Guarantee Processing System1.2 Background The Projects will encompass the development of a suite of interactive web tools enabling delinquent and defaulted borrowers to manage their student loan accounts online. 1.3 Objectives The purpose of this effort is to engage a qualified contractor, UI Developer, preferably familiar with the student loan industry, to assist TG in the physical design, construction and implementation of components for this project and other associated development and enhancements. 2 SCOPE AND TASKS 2.1 General The contractor shall work jointly with the TG Project team to assist in physical design, construction, and testing phases of the project. TG team members and other contract Developers will assist in providing the financial aid industry expertise and business knowledge.The contractor shall become familiar with DACCS, LGPS, and student loan industry standards in order to be able to fill a development role on this project. In addition, the contractor shall learn and follow TG's project protocol, related policies and our SDLC.2.2 Contractor Responsibilities . Review and understand the functions and processes required by reading the Functional Description, Logical Design and Overall Design and Architecture Documents.. Provide detailed programming specifications and Physical Designs for the construction and testing phase of the project.. Perform coding based on provided detail design. Create unit and/or system test plans.. Conduct unit, system, functional, and user acceptance testing.. Assist as needed during the implementation phase of the project.. Conduct and/or take part in formal reviews and acceptance of products and documentation prior to implementation into the production environment.. Prepare periodic status or progress reports.. Participate in an oncall schedule to provide 24/7 support for development or production systems for a limited period after implementation of work.3 EXPERIENCE AND SKILLS REQUIRED The contractor must have a minimum of 5 years technical experience in developing and/or maintaining complex business systems in a large distributed environment from a UI perspective. They shall be thoroughly familiar and skilled with XHTML, JavaScript (DHTML, Object Oriented), CSS, Usability and W3C DOM. Experience with Photoshop, Portal, JSP and JSF, OWCS and ADF, AJAX, Subversion and J Developer would be beneficial as would an understanding of Java, Spring/Struts, SQL and XML.Experience with student loan programs and software or the development and implementation of customer facing Financial Services software is a definite plus.In addition experience in system analysis and design and the ability to translate business processes and procedures into logical system requirements would be desirable. The contractor must have strong oral and written communication skills and an ability to communicate effectively with other team members, business partners, and project managers.
