Required Knowledge & Experience Analysis and planning experience IT procurement experience Experience facilitating business groups Experience providing oral and written communication that is easily understood Experience creating business process diagrams using MS Visio and experience creating other business process documentation using MS Office Suite software Experience writing technical specifications, statements of work, and other public IT procurement related documentsRequired Skills & Abilities Excellent teamwork, communication, and organizational skills Excellent planning and coordination skills Excellent customer service and interpersonal skills Demonstrated initiative and commitment to meeting project deadlines in a team environment Works independently Handles confidential information appropriately Meets tight timelines Analytical Attention to detail Strong work ethic Problem solving skillsDesirables Experience working with state agencies; familiarity with state business processes, state IT project processes, and procurement processes of state agencies.Other Selection Criteria Demonstrated ability to interface effectively and collaborate with clients, peers, technical and business staff, and management to ensure up front buyin to plans and effective coordination of multiple work efforts Critical thinking skills, ability to accurately analyze information and make sound decisions Initiative and accountability for achieving results Demonstrated ability to create high quality procurement and contract related documentsJob Description and Duties analyze and document business needs and business requirements Develop business case including solutions alternatives analysis cost/benefit analysis business and technical feasibility high level strategy and plan Procurement support tasks prepare agency and enterprise IT project approval requests prepare business and technical requirements document technical specifications document product and vendor selection criteria including mandatories and desirables write statements of work write components of request for proposal in coordination with Employment Department and State Procurement Office Business Process Analysis Prioritize, plan, schedule, coordinate and facilitate business process documentation activities Develop basic plan and approach for business process analysis and documentation Work with agency staff to create current business process documentation and identify and document opportunities for process improvement Include and mentor agency subject matter experts in creation/modification of diagrams Regular status reporting
