Description
Job Description The Commonwealth of MA is designing and constructing a new data center facility in SpringfieldMA. The program is to be built in phases with the full program scope set for a Tier III facility with 20,000 sq ft of computer room space. The second center will help ensure the states computer systems and digital assets continue to be properly secured and maintained, while providing greater operational efficiencies for the Commonwealth, and an economic boost for the City of Springfield. 1) The second data center will serve to backup the states primary data center in Chelsea, which houses a critical network of data systems used by thousands of state workers including police officers, social workers, and health professionals who need immediate access to sensitive information to carry out their jobs. 2) The second data center is a key part of our strategy to manage our technology more effectively by consolidating the executive departments distributed data centers into two efficiently managed facilities and become a national model for green and environmental friendly data centers. 3) The new data center in Springfield will help support economic recovery for the city with over 200 new construction jobs and up to 35 permanent jobs to operate the facility. Key Deliverables Analysis Consolidated analysis of current state multiple network systems requirements, designs, and applications Process Development of design principals and design process based on industry best practices Design Development of the detailed design, standards, implementation plans, operations model and costs of the SpringfieldDataCenter network architecture. Development of the detailed design, standards, implementation plans, operations model and costs for enterprise convergence of voice/data systems and call centers Integrated security model designs providing common standard for security compliance for all federal/state regulations Costs Budget and cost estimates for all designs Specific and Recent Experience Requirements Please send your resume if you have architects with recent experience in the following, and demonstrate. Executive Communication and Advocacy Developed presentations for the designs, defined benefits/features/costs, and obtained executive and stakeholder buy in thru effective communication and advocacy Budgets and Cost Estimates Development of implementation and sustainability budgets and costs estimates for the full life cycle of the program and operational time frame. Inclusive of rolling up highly detailed of vendor and stakeholder information into summary budgets. Design Standards and Policies Developed standards documents based on industry best practices to support all designs, obtained buy in for standards, and published standards within the enterprise. Inclusive of Data/Voice/Security/RIA standards and policies. Design Process and Management define the design process/methodology for all designs work based on industry best practices, managed the design process, and provide oversight for the design process. Inclusive of best practice life cycle design models. Technical Voice/Application/Security Integration Integration of voice/data convergence, Web 2.0/rich internet applications and federal/state security requirements. Inclusive of IS27001, HIPAA, Federal IRS regulations, FBI/Public Safety regulations. Active/Active Data Center design Design of high speed data replication link between 2 Tier III active data centers. Inclusive of within the data center core/distribution/access layers and network capacity modeling/estimation. Application/Virtualization Design Supported or consulted on design of high availability/failover designs in virtual environments between 2 data centers. Inclusive of multiple high availability models, load balanced across WAN vs. active/standby with failover. Management and Operations Definition of network service level objectives, monitoring/management requirements, management tool recommendations, and operational staffing models. Inclusive of integration of security/cyber threat management within NOC.
