The Division of Family and Community Services (FACS) is commencing the first year of a multiyear project to modernize the Divisions Child Welfare Information System. That system, known as iCARE, is used by Child Welfare to document and track case information and practice activities for children and families statewide. In addition to being a case management system, iCARE is used to process payments to foster families and for any services related to the care of eligible children, determination of funding eligibility, and generation of referrals to Medicaid and Child Support. The Family and Community Services Division (FACS), specifically the Child Welfare program is seeking a Business Process Engineer (BPE) that brings proven experience from related businesses or organizations as well as system integration and technology experience. The BPE will consult with the Child Welfare program to define needs or problems, conduct research, perform studies and surveys to obtain data, and work with customers to define business processes and identify opportunities for business process improvements. If selected for interview, the applicant will be asked to provide samples of business process diagrams or straw model diagrams they have produced so they can be discussed during the interview. Agency Expected DeliverablesDeliverables expected will include, but are not limited to, the following Asis / tobe business process flowsA plan to help the business transition from the asis state to the tobe stateWellstructured shortterm and longterm work plansHighlevel business requirementsFunctional requirementsOther supporting information that will be used to create the project management planProvide knowledge transfer at end of project or upon contractor leaving the project Specific Skills Required (Programming languages, databases, operating systems, etc.)Experience Four plus years of experience.Education Fouryear college degree or equivalent study in the area of business process designDescription of required skills and knowledge include Experience working with stakeholders to define the business need or problem; conducting research, performing studies and surveys to obtain additional information; and analyzing problems to advise on or to recommend solutions to stakeholders.Experience working with stakeholders to understand the asis and tobe business process and documenting the business process flows and use cases in industry standard notation that is easy to understand.Experience working with the stakeholders to refine or streamline the business process to maximize productivity, and minimize costs and process delays.Experience interviewing and collecting information from business and technical users and transforming this into consumable information.Experience working with stakeholders to analyze, determine, and document functional requirements needed to develop the application.Experience working with stakeholders to understand the overall requirements of the application and developing a wellstructured shortterm and longterm work plan that includes all of the functionality identified and requested by the stakeholders.Ensuring that the overall application requirements remain within the project scope and all requested business requirements are supported by the application to be developed.Experience facilitating meetings with business and technical representatives.Excellent communication skills is a must.May supervise or mentor other contractors.Additional considerations Although a candidate may have considerable experience as a Business Process Analyst or a Business Analyst, that experience alone will not make them a viable candidate for this position. The resume of a successful candidate will demonstrate experience working with customers to define business processes and identify opportunities for business process improvements.Good skills to have Working knowledge of Child WelfareExperience working with government agencies would be advantageous
