Under the direction of the Director SPNO, the SPNO Central Bulk Planning Manager is responsible for optimizing a designated Bulk Supply Planning Network by overseeing associated planning department, processes, systems, cadence, and analytics to (a) Drive crossfunctional collaboration, (b) Capture key business and supply planning insights, and (c) Create integrated, aligned, stable, and agile supply and inventory plans with the sites to efficiently meet the Business service level targets.
Responsibilities Manages designated SPNO Bulk team of Site Bulk Planner & Raw Buyer and will be collaborating closely with the Site Plant Manager and Schedulers.
Responsible for Optimizing Designated Supply Planning Network working with cross functional Business and Supply Chain stakeholders within a weekly cadence (Exceptions Messaging, RCCP, DDS, PSI, etc.) to (a) Create bulk, raw material and supply plans to ensure delivery of products to customers within targeted service levels, (b) Examine performance metrics and escalated Exceptions messages to prioritize planning issues/concerns and countermeasures, (c) Monitor progress and measure performance results to achieve Current and Future KPI Targets (involving Schedule Adherence, Fill Rate, Inventory IQ across Bulk & RM), and (d) Conduct Root Cause Analysis and resolve systemic issues, (e) Monitor execution against plan for manufacturing and procurement, escalates when needed, and modifies system accordingly.
Uses Oracle ASCP to optimize the constrained Bulk Plans (Lead Time and Capacity based) and oversees (a) Firming plans based on Time and Capacity constraints, (b) Managing Exceptions with the Site & HQ Bulk, FG, and RM Planners and relevant Businesses, and (c) maintaining realistic dates in ASCP
Conducts Root Cause analysis of Planning Issues/Risks via quantitative analysis, gathering business insights from crossfunctional business stakeholders, developing remedial countermeasures and tracking their impact.
Leads the S&OP Wk 2 Supply Planning activities regarding her/his Planning Network to review with Supply Chain executive leadership (a) Supply, Capacity, & Inventory Plans, (b) Planning performance metrics/KPIs (ie. Schedule Adherence for Production, Leadtime Adherence for Procured, Supply Planning Stability, Inventory, Fill Rate, Back Orders etc.), (c) Risks (Short Term/Long Term), Impact, & Operational & Systemic Countermeasures.
Oracle IBP Solution (a) Applies expertise to the development of the Oracle solution with external consultants and maintains that expertise regarding the future processes, policies, operations and system functionality within the assigned planning solution. (b) Ensures his/her department successfully adopts the Oracle driven Supply Planning Solution and aligns Processes, Cadence, Analytics/Reporting, and Organization accordingly and acts as coordinator and 'filter' for later postproduction enhancement requests.
Leads Data Maintenance to ensure all data (Item Master, Routing, Resources, Sourcing Rules & Assignment, Supply Category Set) is accurately updated and maintained (including such attributes as Lead Times, Safety Stock Targets, MOQ, Max & Fixed Order Quantity) using provided analytic tools.
Continuous Improvement Leads the execution of Forward Thinking continuous improvements (Mfg and Raw Material Supply Planning, Capacity Planning/Allocation, Exceptions Management, Inventory Management, Business Intelligence, Metrics, etc.) which combines applying Best Practices while pragmatically meeting business requirements.
Best Practices Stays current in the Best Practices of Supply Planning including industry trends, benchmarking, systems, metrics, processes, etc.
