Job Summary Reporting directly to the PMO Director, this position is responsible for driving completion of WIC EBT Project implementation. Experienced working on both the vendor (services) and as a project manager for the client (oversight and guidance). Has lead multiple (medium to large) projects or initiatives. Provide leadership through expert understanding of the project lifecycle and business needs as well as by providing advice on the appropriate methods, tools and processes to complete the required activities for delivering successful business results upon project implementation.
Job Duties and Responsibilities Project Management
Manage all levels of projects up to and including large, complex IT projects. Projects use crossfunctional teams, are complex, large, time sensitive and/or mission critical. This includes the initiation, planning, execution, monitoring and controlling and closure project processes
Practiced in vendor selection process from RFP development though response analysis and vendor selection
WIC EBT Project Manager responsible for development of PAPD, IAPD, RFPs for Implementation Vendor and Quality Assurance Vendor (from RFP Development, through FNS and State approval process to Vendor selection)
Project Manager on WIC EBT OnLine Card Implementation Project for a large WIC Participation state
Responsible for monitoring the progress of projects, tracking results against requirements, producing weekly and monthly status reports; responsible for creating status reporting plans and methods, using data from the Project Workbench and Team Workbench tools
Knowledge in FNS WIC technical documentation (HB901, TIG, Operating Rules)
Determine detailed requirements, comprehensive scope definition, create staffing and work plans, determine task estimates and create a project schedule and budget, create a risk plan, quality plan, procurement plan and communication plan
Experienced in QA/IVV review of Project Deliverables
Analyze lessons learned and recommend implementation of new policies, methodologies and state of the art technology to continuously improve the project management program and to increase the successfulness of future projects
Unit Oversight and Direction
Direct and supervise matrix team members comprised of user/clients, OIT staff, agency staff and consultants. Coordinate assignment and review of completed work, resolve conflicts among team members. Identify skill sets needed to complete projects tasks, assess whether project team member possess the necessary skills and if necessary work with functional managers to develop a training plan for project team resources to fill the knowledge gap
Instructs team members in the project management methodology and how it is to be applied for each project
Minimum Training and Experience Bachelors degree in any of the following; data management, data sciences, information technology, computer science, business administration, or related field
8 or more years of project management experience, demonstrating ability to positively impact strategic and tactical finance, information technology and administration initiatives
Strong management skills; ability to influence and engage direct and indirect reports and peers in designing and implementing new processes and programs to increase operational and fiscal efficiencies and integrity
Demonstrated proficiency with MS Excel pivot reporting, Microsoft Project 2013, Project Enterprise Server, SharePoint and Visio
Preferred Qualifications Preference will be given to applicants who in addition to meeting the minimum qualification possess the following Masters degree in any of the following; data management, data sciences, information technology, computer science, business administration, or related field.
Previous professional work experience in the public sector
Relevant IT industry certifications (e.g. ITIL, ITSM, Lean, Six Sigma, etc.)
Current Project Management Professional (PMP) certification
