Position Summary The Analytic Consultant will be responsible for design, application, and interpretation of comprehensive analysis. Serve as a team leader and an analytic member of project teams to deliver quality products and services to the State of Colorado's Department of Health Care Policy and Financing for the Business Intelligence and Data Management program.
Essential Responsibilities Organize the project team, work with project team to define production steps, define testing plans, and prepare a work schedule; track and communicate status to manager.
Provide onsite and/or telephone support (e.g., client inquiries, requests for ad hoc reporting assistance, miscellaneous research, advice on analytic methods) and training to client end users.
Clarify scope and design issues, communicate status and results, develop appropriate deliverable documentation, ensure that training is provided.
Define problems and recommend appropriate solutions considering the project budget, the sophistication of the user and the intended use of project results.
Operate independently with clients.
Design an analytic project with an accurate estimate of effort in a project plan.
Examples of responsibilities Perform risk analysis.
Evaluate the effectiveness of a disease management program.
Demonstrate ability to use analytic findings to make appropriate recommendations to clients.
Prepare and present effective, polished presentations to clients.
Required Technical and Professional Expertise 3 years of Healthcare/Medicaid industry and/or quantitative work experience.
Medicaid experience required
Demonstrated ability to convey complex ideas in an easily understood manner to guide audience through written or verbal communications.
Outstanding project management skills.
Strong Excel skills preferred.
Experience in applying health analysis methods and measures utilizing basic statistical methods.
Demonstrated ability to understand industry issues and problems, relate them to clients' needs, and propose appropriate solutions.
Additional Technical Requirements Directly from Client Environment consists of multiple tools the team requires individuals who are well versed in multiple areas OR are an EXPERT in one area (Tableau, Cognos, Toad, SAS)
Individual needs to be client facing, project oriented, and experienced in medicaid
From a technical perspective they need to know how to connect with the analytic data warehouse and how to populate the data for the end customer (HCPF)
Tableau Familiar with Tableau Desktop professional
Experienced building dashboards and workbooks based on analytic data provided in data warehouse
Medicaid data experience is important as they are taking data and building dashboards using Tableau Desktop and publishing a work book
Need to know how Tableau Desktop works with Tableau Server to get data in front of client
Need to know how to build visualizations specifically around Medicaid
Knowledge of Oracle databases/data warehouses and being able to connect Tableau to a database to pull data from there directly (file based data and database based schema)

Medicaid background will be very important mostly for the Cognos Additional Information The State of Colorado's Department of Health Care Policy and Financing (HCPF) is replacing its Medicaid Management Information System (MMIS). This will redefine systems and business processes for the Colorado Medicaid program. The overall goal is to replace the legacy MMIS and Fiscal Agent services with a service delivery model that is both flexible and adaptable, with Business Intelligence and Analytics tools that will provide easy access to data and comprehensive reporting.
The Business Intelligence and Data Management (BIDM) portion of the project has been awarded to Truven Health (now IBM Watson Health). Under this fiveyear base contract with HCPF, IBM will build a firstofitskind, state, enterprisewide data warehouse that will collect, consolidate, and organize data from multiple sources, and fully integrate Medicaid eligibility and claims data, for reporting and business process analysis. These services will support HCPFs specific objectives including implementing a modern approach to data management. By integrating the vast collection of disparate data sources from across the state into a single data warehouse, the new system will support the Colorado Medical Assistance and related programs. Who is the Internal/External Customer External State of Colorado's Department of Health Care Policy and Financing Impact to the Internal/External Customer External The successful execution of the BIDM program will make the MMIS program extremely more effective in its ability to serve the citizens of CO through the use of Business Intelligence. This individual will be directly contributing to how that data is presented and utilized. Business Challenge IBM Watson Health is preparing to ramp up their team in order to deliver on the architectural requirements they have been developing with the client. They need to rapidly build this team up in order to begin delivering and meet their deadlines. EVP IBM is leveraging the CO BIDM program as the flagship BI program for Medicaid. They plan to continue winning other states in the country based off their performance here very high profile.
The contract period will be used as an evaluation period where they plan to retain the best team members. A successful contract can turn into a long term opportunity with IBM.
