The HR/Payroll Specialist will support a Payroll, and Benefits (PP&B) contract, providing transactional Human Resources services for 10 DOC Bureau/Offices with a total population of approximately 22,000 employees. The PAR Lead reports to the Service Center Operations Director and applies broad management skills and specialized functional and technical expertise to lead a large, complex project in delivering client solutions or to manage client operations. The incumbent provides subject matter expertise in administration and oversight Federal PAR processing activity to include the full range and lifecycle of personnel actions.

- The duties of this position include, but are not limited to the following:
- -Develop written operational guidance (e.g., Standard Operating Procedures, Desktop Procedures, Job Aids, etc.) for PAR specialists and coordinate review/approval with Enterprise Services (ES).
- -Coordinate program work with Enterprise Services functional experts to resolve problems/issues.
- -Plan, manage, and monitor the work in the PAR functional area from a leadership perspective.
- -Maintain quality control measures and metrics.
- -Support the continuous improvement of PAR business processes.
- -Oversee personnel action request processing from an enterprise perspective.
- -Respond to customer requests for information.
- -Lead and/or participate in employee training and coaching activities.
- -Maintain applicant/employee records in appropriate HRIT systems.
- -Input data into appropriate HRIT systems.
